Means of Helping the Population Suffering from Bad Harvests

In this treatise, Tolstoy, the famous Russian author, argues that the Russian proposal to help farmers who are suffering from bad harvests is a poor one. This is because, he says, the plan to give flour to everyone is unfair and will reward those with ample means more than those who have next to nothing.
